This time, the father and son go neck to neck as far as acting honors. Aishwarya Rai bachchan is fantastic and delivers her career-best performance in Sarkar RAJ. Enough has been written about her appearance, but not much space is devoted to her performance. HUM DIL DE CHUKE Sanam, DEVDAS, provoked, GURU, JODHAA Akbar and now Sarkar RAJ - they only got better with every film.

Every supporting actor in Sarkar RAJ stands out - Dilip Prabhawalkar [fantastic], Govind Namdev [first-rate], Sayaji Shinde [perfect], Ravi Kale [great] and Supriya Pathak [good]. Tanisha is not a problem. The actor enacting the role of Dilip Prabhawalkar grandson makes a strong impact.

"In Plain Sight" - U.S. new series on witness protection program - is suffering partly from unfortunate timing. After an impressive series of recent cable dramas - including two popular crime shows with strong female leads, TNT's "Saving Grace" and "The Closer" - this light-hearted female copshow feels stale and pointless, while falling short in the combination of drama and It ignites pleased that the U.S. "Burn Notice." The state originally asked for proof of 44 alleged victims and maintain a psychologist who said Coe was suspected of between 50 and 100 additional violations, said Tim Trageser, Coe court-appointed lawyer. Trageser had asked for the unexplored cases.

The fact that O'Connor concluded the state can only introduce 17 alleged rapes and the lack of sufficient evidence for the others "is significant and is contrary to the myth that Mr. Coe is the 'South Hill rapist," " Trageser said.

At trial, Trageser said that he will prove that many of the 17 alleged victims "has not and can not identify Coe as the perpetrator" - and in fact were originally other people in police lineups. Coe was acquitted of two of the violations that are now being introduced in the civil commitment process.

Coe, dubbed the South Hill rapist by the media after a wave of sexual violence in Spokane starting in the 1970s, was convicted of one count of rape on October 23, 1980, and served a maximum penalty on the Washington state penitentiary. He was twice denied parole.

Coe was scheduled to be released in september 2006, but the Washington Attorney General's office moved to have him a sexual predator of violence. Coe the process is planned for early september 15.

O'Connor said she will allow a state expert, Dr. Robert Keppel, for his "signature analysis" concluded that 17 of the alleged rapes were similar in the method of a rape for which Coe was convicted. Coe defence lawyers, Trageser and Marla Polin, will present their own expert to rebut Keppel.

O'Connor will also make it possible to use a database in which Coe behavior and rituals were compared against thousands of other cases of sexual abuse. Coe's lawyers in their movements, have said the database is unreliable.

Coe's civil lawsuit is not a criminal procedure and the rules of evidence are different. The state must establish that Coe has been convicted of rape, suffers from a deviation that makes it difficult for him to his sexual urges, and show that his deviance makes him "more likely than not" to predatory sexual violence if he is released.

The rules for civil commitment trials using testimony from some previous victims, so a jury can weigh Coe's propensity for future violence, O'Connor said.

O'Connor omitted a woman raped on May 12, 1980, which was unable to her attacker and whose rape does not fit the "signature analysis."

O'Connor also ruled on the scope of what state expert Dr. Amy PHENIX, a California psychologist, able to present during the trial. Coe's lawyers had asked the defense to bar her to invoke unexplored sexual offences that were not raped.

StopTeacherStrikes Inc. is asking Pennsylvania's 501 school districts to adopt a resolution asking Pennsylvania elected officials to ban teacher strikes. Pennsylvania public school teachers are among the highest paid in the country, with an average salary of $54,000, but Pennsylvania continues to lead the nation in teacher strikes. Thirty-seven states have passed laws banning teacher strikes. All of the remaining states that allow teacher strikes combined still had fewer strikes as Pennsylvania over the past decade.

The Pennsbury School Board in Bucks County is the first school board in the Pennsylvania to adopt the anti-strike resolution.Simon Campbell, who heads the grassroots movement to ban teacher strikes, posted the following information about the campaign at the group's Web site. He also notes that the local teachers union is upset with the Pennsbury decision. The Bucks County Courier Times is also on board with the strike ban with an editorial, "A strike against strikes."

"The Pennsbury School Board took a public stand on an important issue where many week-kneed state legislators will not," Campbell says. "They are now sending a copy of their signed resolution to Gov. Rendell and all Bucks legislators. This activity helps put pressure on the legislature. We encourage all activists to contact their local school board to do the same thing as Pennsbury did."

Fiscally responsible school board directors should have no problem passing this "no-brainer" resolution, Campbell says. Part of the reason we encourage school boards to take matters into their own hands is because their monopoly lobbying association, the PSBA (who are funded by the tax dollars they receive from school districts), show no leadership, according to Campbell.

The PSBA's official position is that they are forming a task force, to launch a committee, to organize a sub-committee, to create a study group - who will report three years from Sunday as to their position," Campbell notes. This year’s NCAA Men’s Basketball Tournament has had an interesting sub-plot: the constant slamming of CBS analyst Billy Packer. Seems Mr. Packer has more than his share of critics who are quick to take him to task for comments he makes and stances he takes regarding the state of college basketball and more specifically his in-game analyses.

His critics call him a curmudgeon, an ACC apologist, a Mid-Major basher, an NBA hater, pretty much everything but “late for dinner.”

Is it jealousy? Are these criticisms even accurate? Or are folks just tired of hearing from the man who has covered every Final Four since 1974 and is one of the most knowledgeable basketball analysts in history?

Let’s start with the critics who call Packer a curmudgeon who doesn’t seem to find much joy in the game. Absolutely false! Just because Packer doesn’t fawn all over coaches, doesn’t call every good freshman a ‘diaper dandy’, doesn’t pretend that the game he’s calling has the best players of all-time in it, doesn’t mean he isn’t enjoying the game he’s broadcasting or not admiring the skills of the players on the court. It just means he’s not Dick Vitale, shamelessly self promoting, hysterically yelling, and always jumping off on irrelevant tangents.

He’ll tell you that a team appears to be more exhausted than their foe because their jerseys are more sweat-soaked. He’ll tell you whether or not a particular freshman appears overwhelmed in a pressure filled situation or which coach got out-coached that day.

Sure he’s been critical of the selection committee at times questioning whether certain Mid-Majors deserve a tournament bid over an also-ran Big East, ACC, or Big Ten member. And yes, last year he got burned when Bradley and Wichita State (teams he thought didn’t deserve bids) got to the Sweet 16 and George Mason made a run to the Final Four but when you stick your neck out, as all analysts should do, you’re sometimes going to be wrong. I’d still rather have a commentator take a stand and be wrong than be an apologist or even worse – a shill.

If Packer appears biased towards the ACC it’s understandable. After all he calls more ACC games than any others. He attended an ACC school (Wake Forest) and is more exposed to ACC basketball on a more regular basis. His belief that the ACC generally has the best brand of ball it is usually based in fact. Over the years the conference has had more success when playing against outside competition than any other league. The ACC is generally recognized as the best conference when computer rankings are done. Plus, since 2001 the ACC has won half the basketball National Championships.

Packer is a great supporter of the college game and that’s why he’s often critical of the NBA. He doesn’t want anything to take away from the NCAA. He wants kids to stay in school longer which makes the college game better. He wants high school seniors to actually attend college instead of skipping to the pros which makes the game better (see: Kevin Durant and Greg Oden).

Packer loves college basketball and wants to see it continue getting better. He’s not doing this for the money; he’s got plenty of that. He does his job because he loves the game and wants to provide the audience with the best, most in-depth analysis possible.

But there are two good reasons to complain to President Hu. First, he has presided over a broad clampdown on freedom of expression in China, including the imprisonment for 19 months of my colleague Zhao Yan, an employee of The New York Times.

Second, China is now underwriting its second genocide in three decades. The first was in Pol Pot's Cambodia, and the second is in Darfur, Sudan. Chinese oil purchases have financed Sudan's pillage of Darfur, Chinese-made AK-47's have been the main weapons used to slaughter several hundred thousand people in Darfur so far, and China has protected Sudan in the U.N. Security Council.

Indeed, it's because of China's support that Sudan felt it could get away this month with sending a proxy army to invade neighboring Chad.

For more than two years now, I've been holding President Bush's feet to the fire over his refusal to make the Darfur genocide a priority for his administration. But Mr. Bush has taken half-steps in the right direction — including pushing President Hu to cooperate on Darfur — and that's more than can be said of the leaders of most other countries. Then there's the Arab League, which met last month in Sudan, in effect legitimizing the slaughter of hundreds of thousands of Muslims (almost all the victims in Darfur are Muslim).

As Fatema Abdul Rasul wrote in The Daily Star of Lebanon this month: "For the entire Muslim and Arab world to remain silent when thousands of people in Darfur continue to be killed is shameful and hypocritical." Do you hear that, Hosni?

And where's the Arab press? Isn't the murder of 300,000 or more Muslims almost as offensive as a Danish cartoon?

The biggest obstacle to forceful action is China. The latest outrage came a few days ago when the U.S. and Britain tried to impose the most feeble possible sanctions — targeting just four people, including a midlevel Sudanese official. China and Russia blocked even that pathetic action.

Why is China soft on genocide?

The essential reason is oil. China traditionally was self-sufficient in oil, but since 1993 it has been a net oil importer and it is increasingly worried about this vulnerability.

So China has been bustling around the globe trying to ensure oil supplies from as many sources as possible. And partly because most of the major oil fields are already taken, China has ended up with the world's thugs: Sudan, Iran and Myanmar. China has been particularly active in Africa.

About 60 percent of Sudan's oil flows to China, and Beijing has a close economic and even military relationship with Khartoum. A recent Council on Foreign Relations report on Africa notes that China has supplied Sudan with small arms, anti-personnel mines, howitzers, tanks, helicopters and ammunition. China has even established three arms factories in Sudan, and you see Chinese-made AK-47's, rocket-propelled grenades and machine guns all over Darfur.

Last month in a village on the Chad-Sudan border, I interviewed a man who told how a Sudanese militia had grabbed his baby boy, Ahmed Haroun, thrown Ahmed to the ground and shot him in the chest. The odds are overwhelming that that gun and those bullets came from China.

Likewise, the women and children I've seen torn apart by bullets in Darfur and Chad — that lead and steel was molded in Chinese factories. When women are raped and mutilated in Darfur, the gun barrels pointed at their heads are Made in China.

Let's hope China's 13 million bloggers take up this issue, for this has received very little attention in China but it is not so sensitive that discussion of it will get anyone arrested.

One of the central questions for the 21st century will be whether China's rise will be accompanied by increasingly responsible behavior in its international relations. Darfur is a test, and for now China is failing.

The Kentucky man who won a $47.2 million share of the Powerball jackpot served time for robbery.

Kentucky corrections officials said David Edwards of Ashland was convicted of robbery in 1981 and sentenced to 10 years in prison. He was paroled and returned to prison several times before serving out his sentence in 1997. He also has a conviction for possession of a firearm by a convicted felon.

Asked about his record, the 46-year-old Edwards said: “I've made some mistakes in my past ... but now I can do something positive with my future.”

Edwards was one of three winners of the $294.8 million Powerball jackpot who claimed their shares Monday. The others were a Maine couple who hid their winning ticket in a box of cereal and a medical records clerk from Minnesota.

“It's a poor man's dream,” Edwards said at the Louisville Slugger Museum in Louisville, Ky.

Sporting a suit with his long hair gathered into a ponytail, Edwards said he and his fiancee, 26-year-old Shawna Maddux, are thinking about a wedding in the tropics — and that he will probably buy a Rolls-Royce he has had his eye on.

“I'm not one to take a lot of money and splurge on mansions and this and that, but I am sure buying that Rolls,” he said.

The jackpot is the third-biggest lottery prize in U.S. history. The four winning tickets in Saturday night's drawing of the multistate lottery were sold in Kentucky, Minnesota, New Hampshire and Delaware.

Except for the holder of the Delaware ticket, all the winners were identified Monday and all chose the lump-sum payment of $41.4 million, before taxes. With each winning ticket worth $73.7 million, winners also have the option of taking $2.9 million per year for 25 years.

Up first in the parade of jackpot winners was Edwards, who said he was recently laid off from his fiber optics job, needs back surgery and had no idea what he was going to do once his unemployment benefits ran out.

“A lot of people work hard and a lot of people are out of work. And you dream you want a better life, and playing this lottery has done that for me,” said Edwards, whose fiancee, stood by his side.

He bought $8 worth of tickets — seven for himself and one for his fiancee — at a convenience store just 90 minutes before the drawing.

“I said, 'Help me Lord. I know it might not be right of me to ask you this, but can you just let me win this?”' he said.

Edwards has an 11-year-old daughter from a previous marriage.

The Maine couple, Pat and Erwin Wales of Buxton, did not attend a news conference in Concord, N.H. But their lawyer, Terrence Garmey, described their jackpot as part of a lucky streak for Pat Wales, 60.

She won $20 in a Maine lottery Saturday, then followed that up with a Megabucks win for $5.

“Then she started to think, 'Maybe this is my lucky day,”' Garmey said.

He said she bought Powerball tickets at a convenience store in Rollinsford, N.H., then stayed up past her bedtime to watch the drawing.

When she realized she had won, “she began to cry and tremble,” Garmey said. She tried to awaken her 70-year-old husband, telling him, “Erwin, we won the Powerball,” Garmey said. “And he said, 'Uh huh,' and he rolled over and went back to sleep.”

He said the couple wondered what to do with a $41 million ticket.

“And I think they did what any conscientious Maine person would do, they hid it in a box of Corn Chex,” Garmey said.

He said the couple has two cats and a 1990 pickup with 141,000 miles on it. Pat Wales took an immediate leave of absence from her job at Lincoln Financial Group in Portland, Maine. Her husband mows grass and works part-time at a motor speedway and a motorcycle shop.

In Roseville, Minn., medical records clerk Sheryel Hanuman, 41, of Minneapolis beamed as she accepted her share of the jackpot. She and her husband, Chrisna, have three sons, ages 11, 10 and 9, and she said she may buy a new house.

“I better pinch myself,” said Hanuman, who bought five tickets at a Minneapolis grocery as she stopped to pick up a card for a Saturday night wedding.

“It means a little more freedom,” she said of the money. “It means I'll be able to help my family in ways I wouldn't even have thought of prior to this.”

Hanuman has worked at Allina Hospital and Clinics for eight years. She skipped work Monday, telling her boss she had personal business. She called back later with the big news and said her boss responded, “No, you've got to be kidding. Nobody calls with this kind of excuse.”

The holder of the Delaware ticket, sold at a store in Hockessin, had not come forward by Monday evening. Delaware law gives winners a year to claim their prize and allows them to remain anonymous.

The odds of hitting all six numbers in the Powerball game are one in 80 million. The game is played in 21 states and the District of Columbia.

The biggest jackpot in Powerball history is $295.7 million, split in 1998 by a group of factory workers in Ohio. The richest lottery prize in U.S. history was $363 million in the Big Game jackpot, won last year by two players in Illinois and Michigan.

The final design for a "doomsday" vault that will house seeds from all known varieties of food crops has been unveiled by the Norwegian government.

The Svalbard International Seed Vault will be built into a mountainside on a remote island near the North Pole.

The vault aims to safeguard the world's agriculture from future catastrophes, such as nuclear war, asteroid strikes and climate change.

Construction begins in March, and the seed bank is scheduled to open in 2008.

The Norwegian government is paying the $5m (£2.5m) construction costs of the vault, which will have enough space to house three million seed samples.

The collection and maintenance of the collection is being organised by the Global Crop Diversity Trust, which has responsibility of ensuring the "conservation of crop diversity in perpetuity".

"We want a safety net because we do not want to take too many chances with crop biodiversity," said Cary Fowler, the Trust's executive director.

"Can you imagine an effective, efficient, sustainable response to climate change, water shortages, food security issues without what is going to go in the vault - it is the raw material of agriculture."

Future proof

The seed vault will be built 120m (364ft) inside a mountain on Spitsbergen, one of four islands that make up Svalbard.

Dr Fowler said Svalbard, 1,000km (621 miles) north of mainland Norway, was chosen as the location for the vault because it was very remote and it also offered the level of stability required for the long-term project.

"We looked very far into the future. We looked at radiation levels inside the mountain, and we looked at the area's geological structure," he told BBC News.

"We also modelled climate change in a drastic form 200 years into future, which included the melting of ice sheets at the North and South Poles, and Greenland, to make sure that this site was above the resulting water level."

By building the vault deep inside the mountain, the surrounding permafrost would continue to provide natural refrigeration if the mechanical system failed, explained Dr Fowler.

'Living Fort Knox'

The Arctic vault will act as a back-up store for a global network of seed banks financially supported by the trust.

Dr Fowler said that a proportion of the seeds housed at these banks would be deposited at Svalbard, which will act as a "living Fort Knox".

Although the vault was designed to protect the specimens from catastrophic events, he added that it could also be used to replenish national seed banks.

"One example happened in September when a typhoon ripped through the Philippines and destroyed its seed bank," Dr Fowler recalled.

"The storm brought two feet of water and mud into the bank, and that is the last thing you want in a seed bank."

Low maintenance

Once inside the vault, the samples will be stored at -18C (0F). The length of time that seeds kept in a frozen state maintain their ability to germinate depends on the species.

Some crops, such as peas, may only survive for 20-30 years. Others, such as sunflowers and grain crops, are understood to last for many decades or even hundreds of years.

Once the collection has been established at Svalbard, Dr Fowler said the facility would operate with very little human intervention.

"Somebody will go up there once every year to physically check inside to see that everything is OK, but there will be no full-time staff," he explained.

"If you design a facility to be used in worst-case scenarios, then you cannot actually have too much dependency on human beings."

VISA IPO

After months of speculation regarding the timing, Visa's IPO appears to be on track.

In early November, Visa's IPO moved forward when the company filed a registration statement with the Securities and Exchange Commission. The company is expected to raise $10 billion, which would make it one of the largest IPOs in U.S. history. The IPO's timing is unknown, but I'd expect to see it in early 2008. Demand for shares of Visa is expected to be strong because shares of top rival MasterCard (MA) have performed so well. Shares of MasterCard have soared more than 300% from their first day closing price of $46. That's a great return for an IPO that priced at $39 a share on May 24, 2006.

Just be careful before jumping into Visa stock. Since MasterCard did so well, there's going to be a mania for Visa shares. Make sure Visa's valuation is reasonable compared with MasterCard's before chasing it.

While consumer advocate/environmentalist Ralph Nader has virtually no chance of winning the White House, he has been taken quite seriously on the campaign trail.

Indeed, he poses the greatest threat to Sen. John Kerry. Democrats fear that Nader will be a spoiler, as he was in the 2000 election, when he took more than 97,000 votes in Florida. Bush won Florida by just 537 votes. The win gave Bush the election. Nader, an independent candidate, who also ran in 1992 and 1996, is on the ballot in 33 states, including Florida, Ohio, Wisconsin, and New Mexico—tough battleground states. Kerry stands a chance of losing those vital states if Nader siphons away the votes of Democrats. President Bush and Kerry have been in a statistical dead heat in nationwide polls, and votes for Nader could well tip the balance in favor of Bush.

Really a Vote for Bush?

Many Kerry supporters contend that a vote for Nader is in reality a vote for Bush and have made concerted efforts to persuade Nader to throw his support behind the Democratic candidate. Nader, however, has held fast to his convictions that the two candidates are nearly indistinguishable and are pawns of big business.
Designing Cars for Everything but Safety

Nader was born in Winsted, Connecticut, on Feb. 27, 1934 to Lebanese immigrants Nathra and Rose Nader. Nathra ran a bakery and restaurant. As a child, Ralph played with David Halberstam, who's now a highly regarded journalist.

Nader graduated magna cum laude from Princeton in 1955 and from Harvard Law School in 1958. As a student at Harvard, Nader first researched the design of automobiles. In an article titled "The Safe Car You Can't Buy," which appeared in the Nation in 1959, he concluded, "It is clear Detroit today is designing automobiles for style, cost, performance, and calculated obsolescence, but not—despite the 5,000,000 reported accidents, nearly 40,000 fatalities, 110,000 permanent disabilities, and 1,500,000 injuries yearly—for safety."

Early Years as a Consumer Advocate

After a stint working as a lawyer in Hartford, Connecticut, Nader headed for Washington, where he began his career as a consumer advocate. He worked for Daniel Patrick Moynihan in the Department of Labor and volunteered as an adviser to a Senate subcommittee that was studying automobile safety.

In 1965, he published Unsafe at Any Speed, a best-selling indictment of the auto industry and its poor safety standards. He specifically targeted General Motors' Corvair. Largely because of his influence, Congress passed the 1966 National Traffic and Motor Vehicle Safety Act. Donna Yaklich To Be Released After 18-Year Prison Term

The Pueblo woman convicted of hiring two teens to kill her police detective husband is heading to a halfway house after spending almost 18 years in prison.

Donna Yaklich, 50, was ordered released from the Colorado Women's Correctional Facility in Canon City in the next 10 days and will be moving to a halfway house in Arapahoe County. The decision was made Thursday afternoon by the Arapahoe County Community Corrections Board. Yaklich was not at the hearing and learned of the decision by phone.

She was arrested after Dennis Yaklich was gunned down in the driveway of their home in 1985 and eventually convicted of conspiracy to commit murder in the death. She was

sentenced to 40 years in prison.

Two brothers, Charles and Edward Greenwell, were also arrested and sentenced to prison terms for killing Yaklich. Charles Greenwell, who was 16 at the time of the crime, received a 20-year prison sentence; Eddie, then 25, received 30 years.

Donna Yaklich maintained she was abused by her husband, who was a weightlifter and took steroids. She said she was afraid he would kill her.

A state task force has reopened the investigation into the 1977 death of Dennis Yaklich's first wife. The original investigation concluded that Barbara Yaklich died of a diet drug overdose. Donna Yaklich has said she thinks her husband was involved in the death.

The story of Donna Yaklich and her conviction was used in a 1994 made-for-TV movie, starring Jaclyn Smith of "Charlie's Angels" fame.

Golf Digest just released its first ever rankings of the "Top 50 Courses of Myrtle Beach". Their rankings are compiled from the opinions of "a group of 800-plus low-handicap golfers" that make up their course-rating panel and are responsible for Golf Digest's "America's 100 Greatest Golf Courses."

Unlike Wall Street, these bozos haven’t been “cooking” their financial numbers, but rather the number of paid golf rounds played in the Myrtle Beach area, the number of golfers visiting Myrtle Beach, as well as the numbers of golfers flying into the Myrtle Beach International Airport.

Based upon Golf Holiday’s 112.6 golf courses, the average number of paid rounds per course was only 35,293 in 2004. That pitiful number represents a net loss of 14,558 average paid rounds per course, or a 29.3% annual loss per course.

As if that wasn’t bad enough, let’s get down to the “real” numbers, which Golf Holiday tries so hard to cover-up with all their BS. To do so one must revert back to Golf Holiday’s 1998 accounting practices, and subtract all “member” rounds, which are basically “local play,” and financially nebulous at best. After doing just that, there would have been 4,169,997 paid rounds played in 1998, for an average of 44,268 paid round per course. By comparison, in 2004 there would have only been 3,394,461 paid rounds played, for only 30,146 average paid rounds per course. The harsh reality of this is that the average paid rounds per course crashed by 14,123, for an annual average loss of 31.9% per course.

Now, I know you may be thinking, "But Todd, you don't observe Lent, why do you feel the need to partake in this historical religious and cultural observance?" A man who lives alone in a large house with multiple bedrooms may see nothing wrong with what he is doing if the surrounding countryside contains sleepy little villages and pockets of affluence and comfort. If, however this mansion was right on the Strand in London, where large numbers of the homeless take shelter it would be considerably harder to reconcile with one’s conscience the size and wastage of the house. Now the man may say that he has worked hard to gain what he has achieved and therefore should be allowed to reap the rewards but who is to say what constitutes real work, does this man work harder than a single mother with children to feed? Does the affluent man deserve to be better remunerated because his job is a particular profession and he has more time to devote to his work than people with families. Why should those who sacrifice themselves to their work be treated better than those who may have other interests and a life outside of their job?

The simple answer is that in the corporate world those with families or other interests cannot always be relied upon to give absolute loyalty to the company. If a worker’s child is ill and at the same time his/her company is in trouble it should be to the child that s/he runs to the assistance of. One must remember that most large and profitable companies under a capitalist system will make the most of exploiting their workers in pay, working hours and conditions if it is profitable for them to do so. The greater the greed of the shareholders the more the company must squeeze out of its resources. This materialism spills over to one’s private life, capitalism makes one strive for material wealth as it is by this that you are judged by your peers. Of course this is not a level playing field as we all start out at different points and with different advantages and disadvantages. For the poor it is a major effort and achievement surviving from week to week, any further amelioration of circumstance would be a bonus, for the rich life is very different, speculate to accumulate, money breeds money etc. etc.

IHT-hit areas double in five years

The number of postcode districts with average house prices above the inheritance tax (IHT) threshold has more than doubled in the past five years, Halifax says.

The average house price in 236 (11%) postcode districts in England and Wales is now above the IHT threshold compared to 117 (6%) postcode districts five years ago in 2001.

423 postcode districts have one quarter of sales above the IHT threshold.

Sales above the inheritance tax threshold accounted for at least 25% of property sales in 423 (20%) postcode districts across England and Wales in 2006, compared with 230 (11%) districts in 2001.

They include 54% of London postcode districts and 40% of postcode districts in the South East. All regions of England and Wales have postcode districts with more than 25% of home sales above the IHT threshold.

There are 22 postcode districts which have seen at least a 25 percentage point increase in the proportion of home sales above the IHT threshold. 16 of these districts are outside London and the South East. The largest increase in the proportion of housing sales above the inheritance tax threshold over the past five years has been in NE20 in Newcastle, up from 22% to 61%.

This was followed by PL28 in Padstow with a 39 percentage point increase and EC2Y in the City of London, also with a 39 percentage point rise.

SW1X in Knightsbridge (£1,259,050) and SW7 in Kensington (£1,105,491) are the postcode districts with the highest average house prices above the IHT threshold. All of the top ten most expensive areas are in London, apart from GU25 in Virginia Water (£785,215).

SK9 in Alderley Edge (£376,704) in Cheshire is the postcode district with the highest house prices above the IHT threshold outside the south of England, followed by NE20 near Newcastle upon Tyne (£376,786) and B94 in Solihull (£370,213).

Thirteen postcode districts outside the South of England have an average house price above £300,000, including one in Wales, CF71 in Cowbridge.

There are postcode districts with average house prices above the IHT threshold in all English regions, apart from Yorkshire & the Humber. 36% of postcode districts in London have an average house price above the inheritance tax threshold of £300,000, while 25% of postcode districts in the South East are priced above the IHT threshold.

Since 1995/96 house prices across the UK have increased by 199%, more than double the increase in the IHT threshold, up 95% to £300,000 for 2007/08. If the threshold had increased in line with house price inflation since 1995/96, it would be now be at a level of £460,000, more than 50% above the 2007/08 £300,000 IHT threshold

Over the five years to 2007/08 Halifax calculates that total cumulative inheritance tax (IHT) revenue will be £16.4bn, up more than 50% from the £10.8bn raised by the government in the previous five years.

Revenue raised in 2006 was a record £3.5bn, up £375m (12%) on 2005 when £3.1bn was collected. The government's own projections are for annual IHT revenues to reach £4.1bn in 2007/08.

Tim Crawford, group economist at Halifax, said: "The potential reach of inheritance tax is extending year by year across the country. There has been a doubling in the number of postcodes where the average house price is now above the threshold in the past five years. House prices continue to increase more quickly than the inheritance tax threshold.

"There are 2.3 million properties in the UK valued at more than the inheritance tax threshold. We call on the government to raise the inheritance tax threshold to £460,000. That would account for the significant rise in house prices over the past eleven years."
